Emergency Preparedness - A Refresher Guide

Campus Safety is committed to maintaining a safe community for all.

Students, faculty and staff participate in emergency response training sessions on a regular basis. In addition to this training and regular campus drills, the information provided on this webpage serves as a quick refresher guide for community preparedness.

During a campus emergency, the community is kept informed through text alert messages and email. Community members are encouraged to monitor their phones for text messages and email for detailed information and specific instructions.

Individual Steps for Action for an Active Shooter

If the shooter enters your room and leaves, lock/barricade the door behind them.

If safe, allow others to seek refuge with you.

  • Close blinds
  • Block doors
  • Block windows
  • Turn off radio and computer monitors
  • Silence cell phones
  • Keep occupants calm and quiet
  • Position people out of sight and behind items that might offer additional protection: walls, desks, file cabinets, etc.
  • Immediately seek protection
  • Put something between you and the shooter
  • Is escape your best option? Do you know where the shooter is? Is escape immediately available?
  • If in doubt, find a safe area and secure it the best way you can
  • Should a fire alarm sound during a lockdown situation, DO NOT EVACUATE THE BUILDING unless you have firsthand knowledge that a fire is in the building, you are in imminent danger, or you have been instructed to do so by emergency response personnel or a College official.
  • Run away. Avoid the area.
  • Notify anyone you encounter that there is a shooter and to seek safety
  • Stay away from windows and doors until notified
  • Call Hartwick Campus Safety at 607-431-4111, or 911 when safe to do so

Provide the dispatcher with clear and specific information including:

  • Your name
  • Location of incident
  • Number of persons who may be in harm
  • Your current location
  • Any known injuries
  • Seek shelter to hide in a safe place in the nearest room or office
  • Deny entry by closing and locking doors and windows
  • Block the door using whatever is available – desks, file cabinets, other furniture
  • Turn off the lights
  • Take protective cover and stay there until directed otherwise
  • Keep quiet and act as if no one is in the room
  • Do not answer the door
  • The shooter may bang on the door and yell for help to entice you to open the door
  • Fight if confronted by the shooter and you have NO other option

Notify 911 and Campus Safety if it is safe to do so, providing dispatcher with the following information:

  • Your name, your location (be specific as possible), Number of shooters and their specific location, shooter race, gender, physical features, type of weapons, rifle/shotgun, handgun
  • Have you heard explosions separate from gunshots?
  • Do you recognize the shooter? What is their name?
  • Number of persons involved; injuries known
  • Wait for police or an officer from Campus Safety to assist you out of the building.

Remember to stay calm in every emergency situation. If you discover an individual with a weapon on campus, warn others and seek a place of safety, then call Campus Safety and 911.

Evacuations

When conditions outside of a building are safer than inside:

  • Remain calm
  • Do not run or use elevators
  • Take the closest and safest way out
  • Use a secondary route if the primary one is blocked or hazardous
  • Do not stop for belongings or records
  • Do not walk on roads to avoid responding emergency vehicles
  • Remain at the assembly area and wait for further instructions

Shelter in Place Specifics

No matter where you are, should the need ever arise, follow these steps unless otherwise instructed by local emergency personnel:

  • If you are inside, stay where you are
  • If you are outdoors, proceed into the closest building
  • Locate a room inside to shelter in, do not try to make it to your classroom
  • Shut and lock all windows and close exterior doors
  • If necessary, barricade doors as best as possible with furniture or items in the room
  • If you are sheltering in place due to an active shooter, remain quiet, silence your phone and do not use your phone
  • Open the door only when you are satisfied the person on the other side is there to help you

These steps must be followed whether a drill or an actual live situation, regardless of class or exam schedule. Drills are important, necessary and are to be taken seriously.
